Mission Statement

To administer the tax laws and collect the taxes due the state in an impartial, uniform, and efficient manner.

Vision Statement

The North Carolina Department of Revenue is a national model for revenue agencies. Relying on best practices, and with technology as an enabler, we continuously find innovative ways to increase efficiency and productivity in all areas of Departmental operations and tax administration.

Values of the North Carolina Department of Revenue

The North Carolina Department of Revenue is guided by certain
fundamental values.

CUSTOMER SERVICE

We will be responsive to the needs of our customers by providing timely, clear, accurate, comprehensive and courteous responses. In addition, we will be accessible and consistent in our approach and actions in delivering customer services while maintaining professionalism and a commitment to quality.

EMPLOYEE INVOLVEMENT

We will encourage teamwork, promote problem-solving, support initiative and innovation and encourage a spirit of cooperation as evidence of our commitment to our most valuable assets...our employees.

ORGANIZATIONAL INTEGRITY

We will require the highest level of ethical conduct in our dealings with the public while maintaining consistency and equity in the administration of North Carolina's revenue laws, including complete disclosure of the rights of taxpayers.

PRODUCTIVITY

We will accomplish our mission through the efficient use of resources, the active promotion of positive thinking, and effective leadership centered around knowledge based (data-driven) decision-making.

We will promote as organizational values: (1) the education of taxpayers to enhance their ability to comply with North Carolina's Revenue Laws and; (2) the creation of a continuous learning environment for our employees focusing on career development and enabling employees throughout the organization to achieve the highest quality job performance possible.

We will be accountable to our customers (internal and external) for superior performance and quality measured against the highest standards for departments of revenue across the nation.

Strategic Goals

The Department of Revenue has five primary goals that provide strategic direction for the agency. Energies and resources within the department will be focused on attaining the following goals:

Maximize tax compliance and State tax revenue for the citizens of North Carolina by leveraging analytical tools and repositories of tax data to improve return on investment of the Department’s compliance programs.

Improve constituent services for North Carolina taxpayers by increasing accessibility, speed and accuracy through electronic services and education, to make it easier to comply with the tax laws and do business with the Department.

Improve agency efficiency and effectiveness through training and education, process improvement and automation to provide more and improved services to the taxpayers of North Carolina at reduced costs.

Maximize public trust through strong security, well-designed systems and quality customer service so as to encourage the use of e-services.

Build a more customer-centric, innovative culture at the NC Department of Revenue to enable and sustain an e-government organization by becoming an employer of choice, understanding customer needs and empowering employees with the authority, information and training to resolve taxpayer issues.
