Building the Future

Implementation Phases

The North Carolina Department of Revenue’s implementation of the E-Business Strategic Plan will occur in phases.  The timelines are estimates dependent on funding from the NC State Legislature, the Governor’s agenda and the Revenue Secretary’s agenda.

1. Preparation Phase:  2007 - 2008

We have built the foundations and operational improvements required to support the overall e-business strategy, including upgrades to our technology infrastructure and architecture, and improvements to our organization, management and training systems.

2. TIMS Phase: 2008 - 2011

We are now replacing our 14-year-old integrated tax system with a new Tax Information Management System or TIMS, to improve how the Department processes and records taxpayer information and accounts for financial transactions. It is the underlying engine for subsequent taxpayer e-services.

3. E-Services + Compliance & Enterprise Reporting Phases:  2011 - 2013

TIMS will enable the provision of a host of new electronic services for taxpayers to manage their accounts and transact business online.

Data mining and other analytical tools will enhance DOR’s ability to manage non-compliance on the basis of probable risk. On-demand desktop reporting capabilities will help staff gain insight into operational effectiveness and service standards.

4. Customer Relationship Management Phase:  2013 - 2014

New processes and technologies will provide better information about why taxpayers contact the Department and how well they are being addressed, regardless of how the taxpayer interacts with the Department: in person, by phone, or electronically.

An enterprise case management system will further enhance compliance program effectiveness in the Examination and Collections divisions through new functionality such as automating many tasks, integrating correspondence, and providing support for better work allocation and scheduling.
